The Biden administration has delivered a classified report to Congress outlining its strategy for the ongoing war in Ukraine, according to three sources familiar with the

matter. The report comes months after a June deadline, which was mandated by a multibillion-dollar spending bill passed by lawmakers in April.

A congressional aide confirmed that the long-anticipated report arrived on Monday, although lawmakers have not yet had the opportunity to review it. Two additional sources, who requested anonymity due to the classified nature of the document, also confirmed its delivery. The White House has not yet commented on the matter.

Since Russia’s full-scale invasion of Ukraine began 2-1/2 years ago, Congress has approved nearly $175 billion in aid and military assistance for Ukraine and its allies. In April, the Republican-led House of Representatives passed a $95 billion supplemental spending bill, which included $61 billion for Ukraine. The bill also allocated funds for Israel, civilians in conflict zones, and efforts to counter China's influence in the Indo-Pacific region.

As part of the bill, Congress requested a detailed Ukraine strategy from the Biden administration, with a deadline set for early June. However, the report's submission was delayed for several months.

Biden’s support for Ukraine has garnered backing from both Democrats and many Republicans in Congress, although some Republicans have voiced criticism. They argue that the administration has overly restricted how Ukraine can use U.S.-supplied equipment, such as by limiting weapons that could target deep inside Russia. Washington has maintained these restrictions due to a limited missile supply, concerns over escalation, and the lack of a strategic rationale, given that most Russian aircraft remain out of range.
