Biden Seeks $40 Billion in Extra Funding for Ukraine, Disasters, and Fentanyl Fight U.S. President Joe Biden has requested Congress to approve approximately

$40 billion in additional spending, including $24 billion for Ukraine and international needs related to the conflict with Russia, $4 billion for border security, and $12 billion for disaster relief. A senior administration official expressed optimism about reaching an agreement with Congress on this request, which covers the first quarter of the 2024 fiscal year.

Senate Majority Leader Chuck Schumer noted bipartisan support for aiding Ukraine, addressing natural disasters' impacts on Americans, and combating the fentanyl crisis. Schumer stated that this request emphasizes America's commitment to defending democracy globally.

While some House Republicans criticized the request for potentially violating a budget deal, administration officials clarified that the budget deal did not prohibit emergency funding requests. The administration is hopeful about collaboration despite challenges.

The funding proposal reflects the U.S.'s commitment to Ukraine's battle against Russia since February 2022. It allocates $3.3 billion to the World Bank for expanding development and infrastructure lending to developing nations, serving as an alternative to China's lending and infrastructure projects. The budget includes $13.1 billion for the Department of Defense, $8.5 billion for the Department of State and U.S. Agency for International Development, and $2.65 billion for the Department of Homeland Security, addressing various critical areas such as military support, economic assistance, and border management.
